Iraqi moderate rebel groups say they will take out ISIS when the Iraqi government stops its bombing campaign and its terrorist tactics on political critics and dissidents and Sunni civilians .

IN Syria the USA has repeated its tactic of destabilizing a regime they don't approve of by supporting opposition militias and funding and arming foreign fighters in Syria while the people in general in Syria would prefer Assad over the Islamic religious fanatics who are part of the rebel groups.
